Abstract: Clinger-Cohen Act of 1996, also known as the Information Technology Management Reform Act, directed agencies to assess the requirements established for agency personnel regarding knowledge and skill in information resources management and the adequacy of such requirements for facilitating the achievement of the performance goals established for information resources management... To that end, competencies expected of Chief Information Officers were developed. The competencies and the learning objectives that demonstrate competence are revised and expanded.
